As a Partner at TPI, Mr. White is recognized by his clients and the industry for his special expertise in IT outsourcing (ITO), as well as related experience in business process outsourcing (BPO) evaluations and implementations. Bob’s expertise derives from his 30 years in the sourcing marketplace, with more than 27 years’ experience related to public sector scenarios.
As organizations in the public sector possess unique challenges related to their contracting for services, Bob applies his expertise in advising on complex engagements related to service delivery strategy and assessments and outsourcing transactions, with emphasis on the contracting protocols, employee relations, communications planning, regulatory and oversight coordination, change management considerations and fiduciary evidence. He is widely recognized for his expertise in applying commercial best practices for services contracting to the specific requirements of public sector organizations. His repertoire includes managing large systems integration projects, implementing and managing BPO contracts, leading systems planning efforts, and assisting clients in procurements for large-scale systems and services with a variety of service providers.
Bob’s engagements include advising two quasi-governmental organizations on the merits of an IT sourcing transaction. He also advised the Government of Alberta (Canada) on a full-scope IT sourcing transaction. For the Government of Ontario (Canada), Bob led the effort to gather and categorize its I&IT expenditures and resources, compare the government’s unit rates to the market, and offer recommendations for improvement. He has also counseled a U.S. state government on a telecommunications sourcing project and one of the world's leading multinational insurance groups on a distributed computing sourcing transaction and a data center consolidation project.
Prior to TPI, Bob held leadership and consulting positions with EDS, IBM and Perot Systems and was also a vice president with a large, governmental consulting practice. He has been instrumental in assisting a number of clients with procuring IT services, managing service provider performance and implementing major systems.
Bob holds a Bachelor of Science in Business Administration from the University of Alabama in Huntsville, where his areas of concentration were Accounting and Computer Science.
