Two Industry-Renowned Public Sector Sourcing Leaders Join TPI

HOUSTON, July 10, 2007 - TPI, the largest sourcing advisory firm in the world, has announced that Michael Moore, former chief information officer (CIO) of the County of San Diego, and Larry Olson, previous chief technology officer (CTO) for the State of Texas and Pennsylvania’s first chief information officer, have joined the firm. These additions to TPI’s roster of expert sourcing advisors will provide industry-leading expertise and experience to help support public sector organizations.

Moore, as CIO for the County of San Diego, was responsible for operational and strategic information technology, providing services to 18,000 county employees at more than 200 facilities. He led the transformation of the county’s IT infrastructure, installed a set of enterprise-wide standards and implemented IT governance around an enterprise-focused set of IT guiding principles. Prior to joining the county, Moore was a corporate vice president at Science Applications International Corporation (SAIC), where he managed the state and local information technology practice.
As the State of Texas’ first CTO and executive director for the Texas Department of Information Resources, Olson created a collaborative shared vision for technology by working across organizational and state, federal and local government boundaries to promote common interests and champion business and technological innovation. He re-engineered his agency with a strong focus on information and communications technology (ICT) planning, security and service delivery. In his prior role as Pennsylvania’s CIO, he transformed the state’s ICT operations into a streamlined public enterprise and saved more than $200 million for the state. While in Pennsylvania, he also held the positions of deputy state treasurer and chief management officer for the Department of Public Welfare.
According to a recent study (January 2007) conducted by Input, a company dedicated to providing market intelligence and analysis of government business, the market for outsourcing state and local government information technology and business process functions will grow about 67 percent to $20 billion by 2011. In another market study (March 2007), Input estimates the federal IT outsourcing market will grow at a compound annual growth rate of 5.9 percent, from $13.3 billion in FY 2006 to $17.7 billion by FY 2011, based on the shift within the federal market away from a government-owned, government-operated model toward a contractor-operated approach.
